A BILL TO BE ENTITLED

AN ACT directing the joint legislative oversight committee on justice and public safety to study staffing in the state highway patrol.

The General Assembly of North Carolina enacts:

SECTION 1.  Study. – The Joint Legislative Oversight Committee on Justice and Public Safety shall study staffing in the State Highway Patrol. The study shall focus on the number of supervisory personnel in the State Highway Patrol, specifically the number of first sergeants per district and the number of members and officers serving under each first sergeant. The study shall determine whether costs can be reduced and efficiencies achieved through (i) an adjustment in the job duties or responsibilities of first sergeants and other supervisory personnel, (ii) an adjustment in the number of officers and members serving under first sergeants and other supervisory personnel, or (iii) a reduction in the number of first sergeants and other supervisory personnel.

SECTION 2.  Report. – The Joint Legislative Oversight Committee on Justice and Public Safety shall report its findings to the 2015 Regular Session of the General Assembly upon its convening in 2016.

SECTION 3.  Effective Date. – This act is effective when it becomes law.
