A BILL TO BE ENTITLED

AN ACT to increase the fees for teacher licensure; to provide the state board of education with the authority to raise the fees; and to make administrative changes to licensure.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 115C‑296(a2) reads as rewritten:

"(a2)     The State Board of Education shall impose the following schedule of fees for teacher licensure and administrative changes:may adopt rules, as provided in Chapter 150B of the General Statutes, establishing a fee schedule for licensure services. The fees authorized by this subsection shall be payable at the time a teacher licensure or administrative change application is submitted and those fees shall be nonrefundable. The State Board shall periodically review the fee schedule to ensure that the revenues generated from the fees do not exceed the actual costs of providing the licensure services. If the State Board finds that the fees imposed by this subsection exceed the costs of providing licensure services, it shall reduce the fees accordingly.

The State Board shall provide an online licensure management system that allows a person to submit applications electronically. The fee schedule adopted by the State Board may provide a lower fee amount for applications submitted electronically if the State Board determines that electronic applications are less costly to process. The fee schedule shall provide for online service for name changes, address changes, and electronic copies at no charge to the user.

The fees adopted by the State Board shall be up to a maximum amount as follows:

(1)        Application for demographic or administrative changes to a license, $30.00.up to $45.00.

(2)        Application for a duplicate license or for copies of documents in the licensure files, $30.00.up to $45.00.

(3)        Application for a renewal, extension, addition, upgrade, and variation to a license,  $55.00.up to $80.00.

(4)        Initial application for New, In‑State Approved Program Graduate, $55.00.up to $80.00.

(4a)      In‑State license review, up to $80.00.

(5)        Initial application for Out‑of‑State license, $85.00.up to $125.00.

(5a)      Verification of North Carolina license for another state, up to $80.00.

(6)        All other applications, $85.00.up to $125.00.

The applicant must pay the fee at the time the application is submitted.The State Board may, by rule as provided in Chapter 150B of the General Statutes, increase the maximum amounts set forth in this subsection."

SECTION 2.  This act becomes effective July 1, 2013.
