Short Title:      Affordable Housing Act.

A BILL TO BE ENTITLED

AN ACT to provide additional funding for the workforce housing loan program and the north carolina housing trust fund and to direct the legislative research commission to study affordable housing issues in the state.

The General Assembly of North Carolina enacts:

SECTION 1.(a)  Notwithstanding G.S. 143C‑5‑2, there is appropriated from the General Fund to the Housing Finance Agency the sum of thirty‑five million dollars ($35,000,000) in recurring funds for the 2018‑2019 fiscal year to be used for the Workforce Housing Loan Program, established under G.S. 122A‑5.15.

SECTION 1.(b)  Notwithstanding any provision of law in S.L. 2017‑57, or in the Committee Report described in Section 39.2 of that act, to the contrary, the appropriation to the Housing Finance Agency for the Workforce Housing Loan Program in Fund Code 1100 is decreased by twenty million dollars ($20,000,000) in nonrecurring funds for the 2018‑2019 fiscal year, and all totals are hereby adjusted accordingly.

SECTION 2.  Notwithstanding G.S. 143C‑5‑2, there is appropriated from the General Fund to the North Carolina Housing Trust Fund the sum of seven million seven hundred thousand dollars ($7,700,000) in additional recurring funds for the 2018‑2019 fiscal year to be administered in accordance with the provisions of Chapter 122E of the General Statutes.

SECTION 3.(a)  The Legislative Research Commission (LRC) shall study affordable housing issues in this State. As part of its study, the LRC shall do all of the following:

(1)        Study the impact of local government zoning regulations and other ordinances upon the availability of affordable housing.

(2)        Study current State and local programs designed to assist local governments and other entities in enhancing the availability of affordable housing in this State.

(3)        Study best practices and other jurisdictions' approaches to creating affordable housing opportunities.

(4)        Make legislative recommendations resulting from its findings from this study.

SECTION 3.(b)  The LRC shall make a final report on its study of affordable housing to the 2019 Regular Session of the General Assembly upon its convening or January 15, 2019, whichever occurs first.

SECTION 4.  This act becomes effective July 1, 2018.
