A BILL TO BE ENTITLED

AN ACT to transfer funds from the Special Registration Plate Account to the Spay/Neuter Account.

Whereas, effective October 1, 2010, the annual fee for the Animal Lovers special plate was increased in S.L. 2011‑31 from $20.00 to $30.00, with the full amount of the increase going to the Spay/Neuter Account established under G.S. 19A-62(a); and

Whereas, the Division of Motor Vehicles did not begin collecting the increased fee until May 25, 2011; and

Whereas, the Division of Motor Vehicles estimates that, assuming the same number of plates would have been sold in that time period, the lost revenue to the Spay/Neuter Account was $54,160; Now, therefore,

The General Assembly of North Carolina enacts:

SECTION 1.  There is hereby transferred from the Special Registration Plate Account established under G.S. 20‑79.7(b) to the Spay/Neuter Account established under G.S. 19A‑62(a) the sum of fifty‑four thousand one hundred sixty dollars ($54,160) to be used for the purposes provided in G.S. 19A‑62(b).

SECTION 2.  This act is effective when it becomes law.
