STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Three

 

AN ACT relative to making an appropriation to the department of health and human services for the purpose of funding vaccine administration through public health departments.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Appropriation; Vaccine Administration.  The sum of $20,000 for the biennium ending June 30, 2025 is appropriated to the department of health and human services for the purpose of providing funding to public health departments to administer vaccinations to persons when such vaccinations are ineligible for funding under the federal Section 317 Immunization Program.  The governor is authorized to draw a warrant out of funds not otherwise appropriated.

2  Effective Date.  This act shall take effect July 1, 2023.

METHODOLOGY:

This bill appropriates $20,000 to the Department of Health and Human Services for the biennium ending June 30, 2025 for the purpose of providing funding to public health departments to administer vaccinations that are ineligible for funding under the federal 317 vaccine program to Medicare enrollees.  The Department assumes that the vaccines will be administered only to those who are Medicare enrollees and are otherwise ineligible to receive vaccines purchased under the federal 317 program.  The Department notes that individuals with Medicare Part B coverage are ineligible for certain vaccines purchased with federal 317 funding, such as meningitis, shingles, and tetanus/diphtheria/pertussis (TDAP).  The average price for these vaccines is $130.65, therefore the $20,000 appropriation will be sufficient to provide 153 doses.  The Department further notes that there are two public health departments in the state: the Nashua and Manchester health departments.
