An Act requiring an entity contracted with DOLWD to provide benefits to provide separate notice of issuance of prepaid debit card and supplementing Title 43 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Any bank or other entity contracted with the Department of Labor and Workforce Development to provide any benefit, including, but not limited to, unemployment compensation pursuant to R.S.43:21-1 et seq., temporary disability benefits pursuant to P.L.1948, c.110 (C.43:21-25 et seq.), or family leave insurance pursuant to P.L.1989, c.261 (C.34:11B-1 et seq.) by means of a prepaid debit card, shall mail separately a notice to each recipient informing them of the card's issuance. The bank or entity shall mail a second notice to any recipient who has not used their debit card within the first 60 days of the card's initial funding by the department. Both notices shall include a reminder not to dispose of the prepaid debit card, as it may be reused for future benefits.

 

     2.    This act shall take effect 60 days after the date of enactment.

 

 

STATEMENT

 

     This bill requires any bank or other entity contracted with the Department of Labor and Workforce Development to provide any benefit, including, but not limited to, unemployment compensation, temporary disability benefits, or family leave insurance by means of a prepaid debit card, to mail a separate notice to each recipient informing them of the card's issuance. A second notice will be mailed to any recipient who has not used their debit card within the first 60 days of the card's initial funding by the department. Both notices shall include a reminder not to dispose of the prepaid debit card, as it may be reused for future benefits.

     This legislation is intended to confirm a recipient's eligibility for benefits in the event that the debit card does not successfully arrive.
