     Directs DOT Commissioner to allocate Transportation Trust Fund monies for concept development and design of Route 55 extension.

An Act concerning expenditures from the revenues and other funds of the New Jersey Transportation Trust Fund Authority.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    From funds authorized by the Legislature to be appropriated from the revenues and other funds of the New Jersey Transportation Trust Fund Authority for the Fiscal Year 2008 transportation capital construction program, the Commissioner of Transportation shall allocate and transfer $8,000,000 from a part of any item or items to a new item for the concept development and design of the extension of State Highway Route No. 55 from its current terminus in Cumberland County to a connection with the Garden State Parkway in Cape May County to be determined through concept development.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill directs the Commissioner of Transportation to allocate, from the revenues and other funds of the New Jersey Transportation Trust Fund Authority authorized by the Legislature to be appropriated for the Fiscal Year 2008 transportation capital construction program, $8 million for the concept development and design of an extension of State Highway Route No. 55 from its current terminus in Cumberland County to a connection with the Garden State Parkway in Cape May County.  The Department of Transportation will utilize the "Shore Connection Committee Report, Route 55/47 Corridor Transportation Study," dated November 1998 and prepared for the South Jersey Transportation Planning Organization (SJTPO) as a reference for the completion and solution to increase safety and improve traffic flow.  The completion of Route 55 has been identified by the SJTPO as its number one priority for the region.  The SJTPO Regional Transportation Plan for the Route 55/47 corridor reads: "Interim improvement concepts under development, such as signalized intersection upgrades and the first phase of a motorist information system, may provide some mitigation of the short range needs, but a long term solution to this growing regional problem must be advanced."
