SYNOPSIS

     Requires public institutions of higher education to submit proposed tuition and fees for upcoming academic year to Secretary of Higher Education for review.

An Act concerning tuition and fees at public institutions of higher education and supplementing chapter 62 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.     Prior to the adoption of a tuition or fee schedule for the academic year pursuant to subsection c. of section 6 of P.L.1994, c.48 (C.18A:3B-6) or any other section of law, the governing board of a public institution of higher education shall submit to the Secretary of Higher Education for review the institution's proposed tuition and fee schedule.  The proposed tuition and fee schedule shall be submitted in a manner prescribed by the secretary and shall include documentation to support the need for any increases in tuition or fees.

     b.    Upon receipt of the institution's proposed tuition and fee schedule pursuant to subsection a. of this section, the secretary shall have two weeks in which to review the schedule and to provide the institution with any recommendations the secretary may have in regard to the proposed tuition and fees.

     The governing board shall not adopt a tuition and fee schedule prior to the end of the two-week review period.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the governing board of a public institution of higher education to submit the institution's proposed tuition and fee schedule for the academic year to the Secretary of Higher Education for review prior to its adoption.  The institution's proposed tuition and fee schedule will be submitted in a manner prescribed by the secretary and must include documentation to support the need for any increases in tuition or fees.

     Under the bill, upon receipt of the institution's proposed tuition and fee schedule, the secretary has two weeks in which to review the schedule and to provide the institution with any recommendations in regard to the institution's proposed tuition and fees.  The governing board may not adopt a tuition and fee schedule prior to the end of the two-week review period.
