Summary

To create a section entitled "Cellular Telephone Service; Prohibitions", that would restrict how a cellular telephone service supplier may bill an individual for calls. Cellular telephone service providers are therefore prohibited from charging customers before their call is actually connected. The legislation will also prohibit a person from selling a cellular telephone at retail under the condition that the customer must also purchase a contract for cellular telephone service. In addition, this bill will require that cellular phone companies charge their customers on a by the second basis, instead of a by the minute basis.
