The primary purpose of this bill is to provide much-needed funds for local animal control programs, including enforcement of local leash, dangerous dog, dog license, rabies inoculation and permissive dog enumeration laws. Funds for spaying and neutering and for animal control are raised primarily through license fees and surcharges, and many of the provisions of this bill are designed to increase the number of dogs that are licensed.
