Summary

As the general use of powerful insecticides has declined across the country, there has been an upsurge in bedbugs. The existence of bedbugs is not a reflection of cleanliness, but rather a reflection of the pest "hitchhiking" into a location, settling in and reproducing. These pests can be difficult to discover and eradicate, and it is important that care is taken to make sure that they are not allowed to move from old bedding to new bedding. This bill will give assurances to commercial establishments that new bedding that they purchase will not accidentally pick up unwanted pests in the process of delivery. In addition, for safety, this bill will ensure that used mattresses sold to commercial establishments will also comply with Federal flammability standards.
