Summary

Authorizes certified prescribed burning in the Long Island central pine barrens; defines terms; requires a burn manager to be present; requires authorization from the department of environmental conservation prior to any burning; further requires the department of environmental conservation to promulgate any necessary rules for the use of prescribed burning and for certifying and decertifying certified prescribed burn managers based on their past experience, training and record of compliance with this section; provides that no person shall be liable for damage or injury caused by fire or resulting smoke unless gross negligence is proven.
