       AN ACT to amend the public housing law, in  relation  to  requiring  any
         program  or activity relating to housing which receives federal finan-
         cial assistance to comply with the Federal Rehabilitation Act of 1973
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The public housing law is amended by adding a new section
    2  223-c to read as follows:
    3    S 223-C. NON-DISCRIMINATION UNDER PROJECTS RECEIVING FINANCIAL ASSIST-
    4  ANCE.  1. FOR THE PURPOSE OF THIS SECTION THE TERMS "PROGRAM  OR  ACTIV-
    5  ITY"  AND  "FEDERAL FINANCIAL ASSISTANCE" SHALL HAVE THE SAME MEANING AS
    6  PROVIDED IN THE FEDERAL REHABILITATION ACT OF 1973 AND ITS  IMPLEMENTING
    7  REGULATIONS.
    8    2.  NOTWITHSTANDING  ANY PROVISION OF LAW TO THE CONTRARY, ANY PROGRAM
    9  OR ACTIVITY RELATING TO HOUSING WHICH RECEIVES FEDERAL FINANCIAL ASSIST-
   10  ANCE SHALL COMPLY WITH  THE  REQUIREMENTS  SET  FORTH  IN  SECTION  FIVE
   11  HUNDRED FOUR OF THE FEDERAL REHABILITATION ACT OF 1973 AS AMENDED.
   12    3.  THE  DIVISION OF HOUSING AND COMMUNITY RENEWAL AND ALL OTHER AGEN-
   13  CIES, AUTHORITIES, AND OTHER INSTRUMENTALITIES OF THE  STATE  AND  LOCAL
   14  GOVERNMENT  WHICH  DISTRIBUTE OR ADMINISTER FEDERAL FINANCIAL ASSISTANCE
   15  SHALL APPLY AND ENFORCE THE PROVISION OF THIS SECTION  AND  SHALL  AMEND
   16  ALL APPLICABLE RULES AND REGULATIONS ACCORDINGLY.
   17    S 2. This act shall take effect on the one hundred twentieth day after
   18  it  shall have become a law. Effective immediately, the addition, amend-
   19  ment and/or repeal of any rule or regulation necessary for the implemen-
   20  tation of this act on its effective date is authorized and  directed  to
   21  be made and completed on or before such effective date.
