       AN ACT to amend chapter 55 of the laws of 2008, enacting the transporta-
         tion, economic development and environmental conservation  budget,  in
         relation  to  making appropriations to the department of environmental
         protection of the city of New York for the purpose of contracting  for
         a study of the flooding problem in the borough of Queens
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. That part, entitled "DEPARTMENT OF ENVIRONMENTAL  CONSERVA-
    2  TION",  of  section  1  of  chapter 55 of the laws of 2008, enacting the
    3  transportation,  economic  development  and  environmental  conservation
    4  budget,  is amended by adding thereto the items hereinbelow set forth in
    5  italics as follows:
    6                  DEPARTMENT OF ENVIRONMENTAL CONSERVATION
    7                         CAPITAL PROJECTS   2008-09
    8  WATER RESOURCES - EQBA (CCP) ................................... 327,000

   11  WATER RESOURCES PURPOSE
   12  FOR   THE   DEPARTMENT   OF    ENVIRONMENTAL
   13    PROTECTION OF THE CITY OF NEW YORK FOR THE
   14    PURPOSE  OF  CONTRACTING  WITH  A  PRIVATE
   15    CONSULTING FIRM FOR THE CONDUCT OF A STUDY
   16    AND A REPORT UPON THE FLOODING PROBLEM  IN
   17    THE  BOROUGH  OF QUEENS. PROVIDED THAT THE
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

    2    BE AWARDED ON OR BEFORE OCTOBER 1, 2013 ON
    3    THE  BASIS  OF  RESPONSES TO A REQUEST FOR
    4    PROPOSALS ISSUED BY SUCH CITY .................. 327,000
    5  WATER RESOURCES - PWBA (CCP) ................................ 14,468,000

    9                         WATER QUALITY IMPROVEMENTS
   10  FOR   THE   DEPARTMENT   OF    ENVIRONMENTAL
   11    PROTECTION OF THE CITY OF NEW YORK FOR THE
   12    PURPOSE  OF  CONTRACTING  WITH  A  PRIVATE
   13    CONSULTING FIRM FOR THE CONDUCT OF A STUDY
   14    AS WELL AS  MITIGATION  ACTIVITIES  AND  A
   15    REPORT UPON THE FLOODING IN THE BOROUGH OF
   16    QUEENS.  PROVIDED  THAT  THE  CONTRACT FOR
   17    SUCH STUDY AND REPORT SHALL BE AWARDED  ON
   18    OR  BEFORE OCTOBER 1, 2013 ON THE BASIS OF
