          Committee on Education

        AN ACT to establish the "make our schools safer" commission  to  produce
          protocols  on how to make schools in New York safer from school shoot-
          ings and bombers; and providing for the repeal of such provisions upon
          the expiration thereof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  A  commission,  to be known as the make our schools safer
     2  commission, is hereby created to produce protocols on the  effectiveness
     3  of  different technologies on reducing casualties in a school shooter or
     4  bomber event including, but not limited to, bulletproof glass and doors,
     5  auto locking technologies, lockdown systems and barricades. The  commis-
     6  sion shall also include the feasibility and cost to implement such tech-
     7  nology in schools.
     8    §  2.  The  commission  shall be composed of ten members, appointed as
     9  follows: two members shall be appointed by  the  governor;  two  members
    10  shall  be appointed by the speaker of the assembly; two members shall be
    11  appointed by the minority leader of the assembly; two members  shall  be
    12  appointed  by  the  temporary  president  of the senate; and two members
    13  shall be appointed by the minority leader of the senate. The  commission
    14  shall  be  chaired  by  a  person chosen by a majority vote at the first
    15  meeting of the commission. The vice-chairperson of the commission  shall
    16  be  appointed  by  the  chairperson.  Vacancies in the membership of the
    17  commission shall be filled in the manner provided for original  appoint-
    18  ments.
    19    §  3.  The  commission  shall be made up of at least one member of law
    20  enforcement who specializes in school shooting and  bombing  events,  at
    21  least one teacher, at least one parent of a student at a New York public
    22  school,  at  least  one  school administrator, at least one engineer who

     1  specializes in technologies to be studied by the commission and at least
     2  one engineer who specializes in schools.
     3    §  4.  The members of the commission shall receive no compensation for
     4  their services, but shall be allowed their actual and necessary expenses
     5  incurred in the performance of their duties hereunder.   To the  maximum
     6  extent feasible, the commission shall be entitled to request and receive
     7  and  shall  utilize and be provided with such facilities, resources, and
     8  data of any court, department, division, board, bureau,  commission,  or
     9  agency  of  the  state  or any political subdivision thereof as it deems
    10  necessary or desirable to carry out properly its powers and duties here-
    11  under.
    12    § 5. For the accomplishment of its purposes, the commission  shall  be
    13  authorized and empowered to undertake any studies, inquiries, surveys or
    14  analyses  it  may deem relevant in cooperation with or by agreement with
    15  any other public or private agency. The commission shall meet  and  hold
    16  public  hearings  or  private  meetings within or without the state, and
    17  shall have all the powers of a legislative  committee  pursuant  to  the
    18  legislative law.
    19    §  6. The commission shall report its findings, conclusions and recom-
    20  mendations to the governor and the legislature no later  than  one  year
    21  after the effective date of this act.
    22    §  7.  This  act shall take effect immediately and shall expire and be
    23  deemed repealed two years after it shall have become a law.
