STATE OF NEW YORK ________________________________________________________________________ 4381 2019-2020 Regular Sessions IN ASSEMBLY February 4, 2019 ___________ Introduced by M. of A. DenDEKKER -- read once and referred to the Committee on Codes AN ACT to amend the administrative code of the city of New York, in relation to establishing the commission on Roosevelt Avenue, and providing for its powers and duties; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Title 22 of the administrative code of the city of New York 2 is amended by adding a new chapter 12 to read as follows: 3 CHAPTER 12 4 COMMISSION ON ROOSEVELT AVENUE 5 § 22-1201 Commission on Roosevelt Avenue. a. A commission on Roose- 6 velt Avenue is hereby established to examine, evaluate, make recommenda- 7 tions and advise the governor, the state legislature, the mayor and the 8 council concerning, but not limited to: 9 (1) economic development along Roosevelt Avenue in the borough of 10 Queens, between Forty-Ninth Street and One Hundred Fourteenth Street; 11 (2) the reduction of crime along Roosevelt Avenue in the borough of 12 Queens, between Forty-Ninth Street and One Hundred Fourteenth Street; 13 (3) quality of life issues affecting those persons residing along 14 Roosevelt Avenue in the borough of Queens, between Forty-Ninth Street 15 and One Hundred Fourteenth Street; and 16 (4) the establishment and implementation of improved enforcement and 17 coordination efforts by city and state agencies which have oversight 18 functions along Roosevelt Avenue in the borough of Queens, between 19 Forty-Ninth Street and One Hundred Fourteenth Street. 20 b. (1) The commission on Roosevelt Avenue shall be composed of fifteen 21 members as follows: EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD08022-01-9A. 4381 2 1 (A) the commanding officer of the one hundred eighth precinct of the 2 police department, or his or her designee; 3 (B) the commanding officer of the one hundred tenth precinct of the 4 police department, or his or her designee; 5 (C) the commanding officer of the one hundred fifteenth precinct of 6 the police department, or his or her designee; 7 (D) the commissioner of consumer affairs, or his or her designee, who 8 shall be the chair of the commission; 9 (E) a representative of community board number two; 10 (F) a representative of community board number three; 11 (G) a representative of community board number four; 12 (H) a local business representative appointed by community board 13 number two; 14 (I) a local business representative appointed by community board 15 number three; 16 (J) a local business representative appointed by community board 17 number four; 18 (K) the commissioner of sanitation, or his or her designee; 19 (L) the commissioner of health and mental hygiene, or his or her 20 designee; 21 (M) the chairman of the state liquor authority, or his or her desig- 22 nee; 23 (N) the commissioner of the fire department, or his or her designee; 24 and 25 (O) a representative of an immigrant advocacy or services organization 26 within the city appointed by the mayor. 27 (2) The members of the commission on Roosevelt Avenue shall receive no 28 compensation for their services pursuant to this section. 29 c. Within one year of the effective date of this section the commis- 30 sion on Roosevelt Avenue shall establish and submit to the governor, 31 state legislature, mayor and council an action plan for Roosevelt 32 Avenue. Such plan shall include the commission's findings, conclusions 33 and recommendations, and a comprehensive plan that identifies long-term 34 solutions to persistent crime and hampered economic development along 35 Roosevelt Avenue in the borough of Queens, between Forty-Ninth Street 36 and One Hundred Fourteenth Street. 37 § 2. This act shall take effect on the thirtieth day after it shall 38 have become a law, and shall expire and be deemed repealed five years 39 after such date.
