         and referred to the Committee on Transportation
       AN ACT to amend the vehicle and traffic law, in relation to doubling the
         fines for speeding infractions committed in residential neighborhoods
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The vehicle and traffic law is  amended  by  adding  a  new
    2  section 1800-a to read as follows:
    3    S  1800-A.  NOTWITHSTANDING THE PROVISIONS OF SECTION EIGHTEEN HUNDRED
    4  OF THIS ARTICLE AND ANY RULE OR REGULATION TO THE  CONTRARY,  ALL  FINES
    5  FOR  SPEEDING INFRACTIONS, PURSUANT TO THIS CHAPTER, WHICH ARE COMMITTED
    6  IN A RESIDENTIAL DISTRICT OR NEIGHBORHOOD,  AS  DESIGNATED  PURSUANT  TO
    7  THIS  CHAPTER,  SHALL  BE DOUBLE THE MAXIMUM AMOUNT OTHERWISE SET OUT IN
    8  THIS CHAPTER FOR SUCH INFRACTIONS.
    9    S 2. This act shall take effect on the ninetieth day  after  it  shall
   10  have  become  a law. Provided that the commissioner of motor vehicles is
   11  immediately authorized and directed to promulgate, amend  and/or  repeal
   12  any  rules and regulations necessary to implement the provisions of this
   13  act on its effective date.
