STATE OF NEW YORK ________________________________________________________________________ 4749 2019-2020 Regular Sessions IN ASSEMBLY February 5, 2019 ___________ Introduced by M. of A. HYNDMAN -- read once and referred to the Commit- tee on Cities AN ACT to amend the administrative code of the city of New York, in relation to establishing a central registry of child care service complaints The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The administrative code of the city of New York is amended 2 by adding a new section 17-1308 to read as follows: 3 § 17-1308 Central registry of child care service complaints. The 4 department shall establish a citywide central registry listing all 5 complaints against child care services. Such registry shall list the 6 nature of the complaint and the status of the investigation or proceed- 7 ing. 8 § 2. Section 17-1303 of the administrative code of the city of New 9 York, as amended by local law number 22 of the city of New York for the 10 year 2010, is amended to read as follows: 11 § 17-1303 Posting of information on-site. Every child care service 12 must post a sign in a conspicuous place near its public entrance or 13 entrances stating that the most recent summary child care service 14 inspection report and the central registry of child care service 15 complaints may be accessed through the website of the department or by 16 calling 311. The sign, whose form and content shall be provided or 17 approved by the department, shall be printed in clear and legible type, 18 in such a manner as to be readily visible to parents or other persons 19 entering the child care service and shall provide instructions on how to 20 gain access to the summary child care service inspection reports and the 21 central registry of child care service complaints through the depart- 22 ment's website. 23 § 3. The commissioner of the department of health and mental hygiene 24 of the city of New York shall promulgate rules and regulations to ensure EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. This act shall take effect on the one hundred eightieth day after 6 is shall have become a law.
