        AN ACT to enact the "one percent spending reduction act"

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  This  act  shall  be  known  and may be cited as the "one
     2  percent spending reduction act".
     3    § 2. For the purposes of this section, the term "agency"  shall  refer
     4  to  any  agency,  department,  bureau,  commission,  board,  task force,
     5  committee, public benefit  corporation,  or  public  authority  of  this
     6  state.
     7    § 3. The state comptroller shall conduct a study to examine, evaluate,
     8  and  make  recommendations concerning the budget of all agencies in this
     9  state and create a plan to reduce such budgets by one percent each  year
    10  over an eight-year period. Such study shall address the following:
    11    (a)  identifying  any  administrative  waste, fraud, and abuse in such
    12  agencies;
    13    (b) methods to consolidate  programs  and  create  savings,  including
    14  identifying  programs  that  overlap  or  duplicate  each other in their
    15  purpose;
    16    (c) recommendations  for  process  reforms  to  streamline  government
    17  administration;
    18    (d)  the  potential  for  modernization  and technological advances to
    19  assist in such budget reductions;
    20    (e) any other areas of excess spending in such budgets  as  determined
    21  by the state comptroller; and
    22    (f)  the creation of a plan to reduce such budgets by one percent each
    23  year for an eight-year period, without cuts to any  social  security  or
    24  retirement programs or an increase in taxation.
    25    § 4. Such plan as described in section three of this act shall be made
    26  to  the  governor, the temporary president of the senate, the speaker of

     1  the assembly, the minority leader of the senate, and the minority leader
     2  of the assembly no later than one year after the effective date of  this
     3  act.
     4    §  5. The state comptroller may request, and is authorized to receive,
     5  any information from any agency to complete this study and report.  Such
     6  information  received  by  the state comptroller shall be subject to the
     7  same requirements for confidentiality and limitations on use, if any, as
     8  are applicable to such state agency's use of such information.
     9    § 6. This act shall take effect immediately.
