STATE OF NEW YORK ________________________________________________________________________ 4937 2019-2020 Regular Sessions IN ASSEMBLY February 5, 2019 ___________ Introduced by M. of A. FAHY -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT to direct the New York state energy research and development authority to study and make recommendations regarding the state's electric vehicle inventory and improvements to the state's electric vehicle infrastructure The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. The New York state energy research and development 2 authority (NYSERDA) is hereby directed to prepare a report containing an 3 inventory of the state's electric vehicles and electric vehicle infras- 4 tructure for submission to the governor, temporary president of the 5 senate and the speaker of the assembly. Such report shall be related to 6 improvements, alterations, and upgrades to the state's electric vehicle 7 infrastructure to incentivize, accelerate, and encourage the purchasing, 8 use, and ownership of electric vehicles to further the state's clean 9 energy goals. 10 2. The report shall: 11 (a) analyze the potential environmental and policy benefits derived 12 from expanding the state's inventory of electric vehicles and electric 13 vehicle infrastructure; 14 (b) identify current electric vehicle infrastructure, including public 15 electric vehicle charging stations; 16 (c) evaluate gaps in the current electric vehicle infrastructure, 17 including geographic areas lacking access to public electric vehicle 18 charging stations; 19 (d) evaluate incentives to encourage purchasing, use and ownership of 20 electric vehicles in the state; 21 (e) evaluate the feasibility of transitioning to a primarily electric 22 state-owned vehicle fleet; and EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD07869-01-9A. 4937 2 1 (f) evaluate revenue allocation options to: i. assist in an expansion 2 of the state's electric vehicle infrastructure; ii. implement incentives 3 to encourage purchasing use and ownership of electric vehicles; and iii. 4 expand the state-owned electric vehicle fleet. 5 3. NYSERDA shall submit the report required pursuant to this act to 6 the governor, temporary president of the senate and the speaker of the 7 assembly within one year of the effective date of this act. 8 § 2. This act shall take effect immediately.
