        AN ACT to amend the lien law, in relation to filing of notice of lien
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Section  10  of  the  lien law is amended by adding a new
     2  subdivision 3 to read as follows:
     3    3. A county clerk shall not file or accept  for  filing  a  notice  of
     4  lien, if said lienor is a contractor, sub-contractor, laborer or materi-
     5  alman or other person described in section three of this article, unless
     6  a  certification  duly  authorizing  the lienor to conduct such business
     7  within the county in such form authorized by the county  is  annexed  to
     8  the notice of lien.
     9    §  2. This act shall take effect on the first of January next succeed-
    10  ing the date on which it shall have become a law.
