       AN  ACT  to  amend the labor law, the civil service law and the military
         law, in relation to informing certain persons upon entry into military
         service of their  rights  under  the  New  York  state  soldiers'  and
         sailors' civil relief act
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The labor law is amended by adding a new section  210-b  to
    2  read as follows:
    3    S  210-B.  INFORMATIONAL  OUTLINE  OF  RIGHTS.  1. THE COMMISSIONER IN
    4  CONSULTATION WITH THE ADJUTANT GENERAL, OR HIS OR  HER  DESIGNEE,  SHALL
    5  PREPARE  AN  INFORMATIONAL OUTLINE TO INFORM ALL RESIDENTS OF THIS STATE
    6  UPON ENTRY INTO MILITARY SERVICE OF THEIR  RIGHTS  UNDER  THE  NEW  YORK
    7  STATE  SOLDIERS'  AND  SAILORS' CIVIL RELIEF ACT OF 1951, ESTABLISHED IN
    8  ARTICLE THIRTEEN OF THE MILITARY LAW.
    9    2. SUCH INFORMATIONAL OUTLINE SHALL BE DISTRIBUTED TO ALL  SUCH  RESI-
   10  DENTS  IN MILITARY SERVICE AS SUCH TERM IS DEFINED BY SUBDIVISION ONE OF
   11  SECTION THREE HUNDRED ONE OF THE MILITARY LAW.
   12    S 2. The civil service law is amended by adding a new section  153  to
   13  read as follows:
   14    S  153. INFORMATIONAL OUTLINE OF RIGHTS. 1. THE PRESIDENT OF THE STATE
   15  COMMISSION IN CONSULTATION WITH THE ADJUTANT  GENERAL,  OR  HIS  OR  HER
   16  DESIGNEE, SHALL PREPARE AN INFORMATIONAL OUTLINE TO INFORM ALL RESIDENTS
   17  OF THIS STATE UPON ENTRY INTO MILITARY SERVICE OF THEIR RIGHTS UNDER THE
   18  NEW  YORK  STATE SOLDIERS' AND SAILORS' CIVIL RELIEF ACT OF 1951, ESTAB-
   19  LISHED IN ARTICLE THIRTEEN OF THE MILITARY LAW.
   20    2. SUCH INFORMATIONAL OUTLINE SHALL BE DISTRIBUTED TO ALL  SUCH  RESI-
   21  DENTS  IN MILITARY SERVICE AS SUCH TERM IS DEFINED BY SUBDIVISION ONE OF
   22  SECTION THREE HUNDRED ONE OF THE MILITARY LAW.

    1    S 3. The military law is amended by adding a new section 301-c to read
    2  as follows:
    3    S  301-C.  INFORMATIONAL OUTLINE OF RIGHTS. 1. THE ADJUTANT GENERAL IN
    4  CONSULTATION WITH THE ATTORNEY GENERAL AND THE CHIEF JUDGE OF THE  COURT
    5  OF  APPEALS,  OR THEIR DESIGNEES, SHALL PREPARE AN INFORMATIONAL OUTLINE
    6  TO INFORM ALL RESIDENTS OF THIS STATE UPON ENTRY INTO  MILITARY  SERVICE
    7  OF THEIR RIGHTS UNDER THIS ARTICLE.
    8    2.  SUCH  INFORMATIONAL OUTLINE SHALL BE DISTRIBUTED TO ALL SUCH RESI-
    9  DENTS IN MILITARY SERVICE AS SUCH TERM IS DEFINED BY SUBDIVISION ONE  OF
   10  SECTION THREE HUNDRED ONE OF THIS ARTICLE.
   11    S  4.  This act shall take effect immediately; provided, however, that
   12  the requirements of subdivision 2 of section 210-b of the labor  law  as
   13  added  by  section  one of this act, subdivision 2 of section 153 of the
   14  civil service law as added by section two of this act, and subdivision 2
   15  of section 301-c of the military law as added by section three  of  this
   16  act shall take effect January 1, 2012.
