GARBARINO, JOYNER -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to establishing the school energy efficiency collaborative act of 2015 THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Short title. This act shall be known and may be cited as 2 the "school energy efficiency collaborative act of 2015". 3 S 2. The public authorities law is amended by adding a new section 4 1882 to read as follows: 5 S 1882. SCHOOL ENERGY EFFICIENCY COLLABORATION PROGRAM. 1. THE PURPOSE 6 OF THE SCHOOL ENERGY COLLABORATIVE PROGRAM SHALL BE TO REDUCE REDUNDAN- 7 CIES, RAISE AWARENESS AND PROMOTE THE EFFICIENT IMPLEMENTATION OF PUBLIC 8 SCHOOL ENERGY PROJECTS ACROSS NEW YORK STATE. 9 2. IN DEVELOPING THIS MULTIDISCIPLINARY COLLABORATIVE PROGRAM, THE 10 AUTHORITY SHALL WORK IN PARTNERSHIP WITH THE NEW YORK POWER AUTHORITY, 11 THE LONG ISLAND POWER AUTHORITY, THE STATE EDUCATION DEPARTMENT, THE NEW 12 YORK ASSOCIATION OF SCHOOL BUSINESS OFFICIALS, THE NEW YORK STATE SCHOOL 13 BOARDS ASSOCIATION, ENERGY SERVICE COMPANIES, UTILITY PROGRAMS AND OTHER 14 SCHOOL ADMINISTRATORS. 15 3. THE AUTHORITY SHALL SERVE AS THE LEAD AGENCY IN DEVELOPING A COLLA- 16 BORATIVE PROGRAM BY NOVEMBER FIRST, TWO THOUSAND SIXTEEN AND SHALL SERVE 17 AS THE LEAD CONTACT FOR ALL PUBLIC SCHOOLS INTERESTED IN PURSUING ENERGY 18 EFFICIENCY PROJECTS. 19 4. THE COLLABORATIVE PROGRAM MAY PROVIDE SUPPORT ON: 20 (A) DEVELOPING THE TECHNICAL ASPECTS OF ENERGY PROJECTS; 21 (B) SHARING CASE STUDIES AND OTHER INFORMATION ON COMPLETED PROJECTS; 22 (C) DEVELOPING DEMONSTRATIONS; 23 (D) PROVIDING TRAINING OPPORTUNITIES FOR BUILDING OPERATORS; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD05777-01-5 A. 5991 2 1 (E) PROVIDING A COMPREHENSIVE CATALOG OF INFORMATIONAL AND FINANCIAL 2 RESOURCES AVAILABLE TO SCHOOLS PURSUING ENERGY PROJECTS; AND 3 (F) ANYTHING ELSE THE COLLABORATIVE DEEMS TO BE APPROPRIATE IN 4 FURTHERING THEIR PURPOSE. 5 5. THE AUTHORITY SHALL PROVIDE ALL OTHER COLLABORATIVE MEMBERS WITH 6 UPDATED INFORMATION REGARDING THE PROGRAM FOR FURTHER DISTRIBUTION. THE 7 STATE EDUCATION DEPARTMENT MAY, THROUGH REGULAR COMMUNICATIONS WITH 8 SCHOOL DISTRICTS, PROMOTE THE EXISTENCE OF THE COLLABORATION. 9 S 3. This act shall take effect immediately.
