        AN ACT to  amend  chapter  782  of  the  laws  of  2021  establishing  a
          construction  industry  advisory council on public contracting reform,
          in relation to the timing of a report and the effectiveness thereof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. Sections 9 and 11 of chapter 782 of the laws of 2021 estab-
     2  lishing  a  construction industry advisory council on public contracting
     3  reform, as amended by chapter 98 of the laws of  2022,  are  amended  to
     4  read as follows:
     5    §  9.  No  later  than 365 days after the [effective date of this act]
     6  first public meeting of  the  advisory  council,  the  advisory  council
     7  shall,  by  a  majority,  issue  a report of its findings, including any
     8  recommendations for legislative, executive  or  regulatory  action as it
     9  may deem necessary and appropriate, and suggest  best  practices  for  a
    10  fair  and  efficient  public works contracting process by addressing the
    11  subject matters specified in section eight of this act. The report shall
    12  also include a summary of the positions advanced by the members  of  the
    13  advisory  council  regarding these subject matters. The advisory council
    14  shall terminate 60 days after the date on which it submits its report as
    15  required by this section.
    16    § 11. This act shall take effect immediately and shall expire  and  be
    17  deemed repealed [two] four years after such effective date.
    18    § 2. This act shall take effect immediately.
