         once and referred to the Committee on Transportation
       AN ACT to amend the transportation law, in  relation  to  directing  the
         commissioner  of transportation to complete a master plan for Republic
         airport
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The transportation law is amended by adding a new section
    2  402-a to read as follows:
    3    S 402-A. REPUBLIC AIRPORT MASTER PLAN. THE COMMISSIONER SHALL  PREPARE
    4  OR  CAUSE  TO BE PREPARED A MASTER PLAN FOR REPUBLIC AIRPORT.  SUCH PLAN
    5  SHALL SET FORTH PARAMETERS RELATING TO THE DEVELOPMENT AND EXPANSION  OF
    6  AIRPORT  FACILITIES. NO NEW CONSTRUCTION, EXPANSION OR RENOVATIONS SHALL
    7  BE COMMENCED PRIOR TO THE APPROVAL AND  ADOPTION  OF  THE  MASTER  PLAN;
    8  PROVIDED, HOWEVER, THE CONSTRUCTION OR RENOVATIONS WHICH ARE REQUIRED BY
    9  THE FEDERAL AVIATION ADMINISTRATION TO FULFILL SAFETY REQUIREMENTS SHALL
   10  BE PERMITTED.
   11    S 2. This act shall take effect immediately.
