        AN ACT to amend the social services law, in relation to  requiring  food
          distributors  that  accept  SNAP  benefits to establish a mechanism to
          apply coupons to purchases made by eligible recipients of  SNAP  bene-
          fits

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 95 of the social services law is amended by  adding
     2  a new subdivision 12 to read as follows:
     3    12.  (a)  Any food distributor that accepts SNAP benefits shall estab-
     4  lish a  mechanism  to  apply  any  available  coupons  or  discounts  to
     5  purchases made by eligible recipients of SNAP benefits.
     6    (b)  Any  such  available  coupons or discounts shall be automatically
     7  applied when a customer makes a purchase using SNAP. An eligible recipi-
     8  ent of SNAP benefits shall not be required to provide a physical  coupon
     9  in order to receive the discount from such coupon.
    10    § 2. This act shall take effect immediately.
