STATE OF NEW YORK ________________________________________________________________________ 9796 IN ASSEMBLY April 9, 2024 ___________ Introduced by M. of A. BRONSON -- read once and referred to the Commit- tee on Labor AN ACT to amend the labor law, in relation to establishing a workplace readiness week for secondary school students The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The labor law is amended by adding a new section 137-a to 2 read as follows: 3 § 137-a. Workplace rights document. Any minor seeking working papers 4 in order to be employed in the state shall be issued, before or at the 5 time of receiving such working papers, a document clearly explaining 6 basic labor rights extended to workers. Topics covered in such document 7 shall include, but not be limited to, local, state, and federal laws 8 regarding each of the following issues: (i) child labor; (ii) wage and 9 hour protections; (iii) worker safety; (iv) workers' compensation; (v) 10 paid sick leave; (vi) prohibitions against retaliation; and (vii) the 11 right to organize a union in the workplace. Such document shall be 12 produced, and made available, in, the ten most commonly spoken languages 13 or any language otherwise requested by a minor seeking working papers 14 and shall express these labor rights in plain terminology, easily under- 15 stood by a minor. The document shall be in a physical form but shall be 16 made available electronically on the department's website. The New York 17 state school of industrial and labor relations at Cornell university is 18 encouraged to produce, with input from bona fide labor organizations, a 19 draft template for the document to be provided to minors seeking working 20 papers, including the translations specified. The department shall be 21 responsible for making such documents available to all school officials 22 who issue working papers. 23 § 2. This act shall take effect immediately.
