       AN ACT to amend the public health law, in relation  to  authorizing  the
         commissioner  of  health to establish procedures providing information
         on the child health insurance plan to applicants filing for  unemploy-
         ment insurance
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 2511 of the public health law is amended by  adding
    2  a new subdivision 21 to read as follows:
    3    21.  THE  COMMISSIONER SHALL, IN CONSULTATION WITH THE COMMISSIONER OF
    4  LABOR, ESTABLISH PROCEDURES WHEREBY EACH PERSON WHO FILES  A  CLAIM  FOR
    5  UNEMPLOYMENT  INSURANCE  PURSUANT  TO SECTION FIVE HUNDRED NINETY-SIX OF
    6  THE LABOR LAW SHALL  RECEIVE  AN  INFORMATIONAL  LEAFLET  REGARDING  THE
    7  EXISTENCE  OF  THE CHILD HEALTH INSURANCE PLAN AND INFORMATION REGARDING
    8  ELIGIBILITY FOR BENEFITS UNDER THIS TITLE.
    9    S 2. The expense of such  informational  leaflet  shall  be  a  proper
   10  charge  against  funds  available  to  the  department of health for the
   11  marketing of the child health insurance plan.
   12    S 3. This act shall take effect on the one hundred eightieth day after
   13  it shall have become a law.
