STATE OF NEW YORK ________________________________________________________________________ 10068 IN ASSEMBLY May 10, 2016 ___________ Introduced by M. of A. HYNDMAN -- read once and referred to the Commit- tee on Veterans' Affairs AN ACT to amend the executive law and the labor law, in relation to creating a veterans' jobs website The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 353 of the executive law is amended by adding a new 2 subdivision 23 to read as follows: 3 23. To develop, jointly with the commissioner of labor, a website with 4 job listings, job training materials, and job search information exclu- 5 sively for veterans, care givers for disabled veterans, the immediate 6 family members of disabled veterans and immediate family members of 7 active duty military stationed in New York. The website shall contain 8 employment opportunities that are only available through this website 9 and not available on any other website, job listing, board, newspaper or 10 forum. The website shall be interactive where applicants can provide 11 resumes or complete job applications and check the status of their 12 applications and report the outcomes of their job searches. The commis- 13 sioner and the commissioner of labor shall develop a process for provid- 14 ing exclusive access to the website to veterans, care givers for disa- 15 bled veterans and immediate family members of active duty military 16 stationed in New York. 17 § 2. Section 21 of the labor law is amended by adding a new subdivi- 18 sion 15 to read as follows: 19 15. Shall work with the commissioner of veterans' affairs to develop a 20 website as set forth in section three hundred fifty-three of the execu- 21 tive law. In addition, the commissioner shall prepare a report analyzing 22 the current employment of veterans, the care givers of disabled veterans 23 and immediate family members of active duty military stationed in New 24 York; such study shall include rates of unemployment, an analysis of the 25 barriers faced in becoming gainfully employed, analysis of the condi- 26 tions that lead to successful employment, and provide recommendations 27 for removing barriers faced in finding gainful employment. Such report 28 shall be prepared no later than January first, two thousand seventeen EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. The report shall be provided 2 to the governor and legislature and published on the department of labor 3 and division of veterans' affairs websites. 4 § 3. This act shall take effect immediately; provided, however, that 5 the addition, amendment and/or repeal of any rule or regulation neces- 6 sary for the implementation of this act on its effective date is author- 7 ized to be made and completed on or before such effective date.
