       AN ACT to amend the public health law, in relation to opioid antagonists
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subdivisions 3 and 4 of section 3309 of the  public  health
    2  law are renumbered subdivisions 4 and 5 and a new subdivision 3 is added
    3  to read as follows:
    4    3.  ANY  DISTRIBUTION OF OPIOID ANTAGONISTS THROUGH THIS PROGRAM SHALL
    5  INCLUDE AN INFORMATIONAL CARD OR SHEET. THE INFORMATIONAL CARD OR  SHEET
    6  SHALL INCLUDE, AT A MINIMUM, INFORMATION ON:
    7    (A) HOW TO RECOGNIZE SYMPTOMS OF AN OPIOID OVERDOSE;
    8    (B)  STEPS TO TAKE PRIOR TO AND AFTER AN OPIOID ANTAGONIST IS ADMINIS-
    9  TERED, INCLUDING CALLING FIRST RESPONDERS;
   10    (C) THE NUMBER FOR THE TOLL FREE OFFICE OF  ALCOHOLISM  AND  SUBSTANCE
   11  ABUSE SERVICES HOPE LINE;
   12    (D)  HOW  TO  ACCESS  THE  OFFICE  OF  ALCOHOLISM  AND SUBSTANCE ABUSE
   13  SERVICES' WEBSITE; AND
   14    (E) ANY OTHER INFORMATION DEEMED RELEVANT BY THE COMMISSIONER.
   15    THE EDUCATIONAL CARD SHALL BE PROVIDED IN LANGUAGES OTHER THAN ENGLISH
   16  AS DEEMED APPROPRIATE BY THE COMMISSIONER.  THE  DEPARTMENT  SHALL  MAKE
   17  SUCH  INFORMATIONAL  CARDS  AVAILABLE  TO THE OPIOID OVERDOSE PREVENTION
   18  PROGRAMS.
   19    S 2. This act shall take effect immediately.
