          read once and referred to the Committee on Health

        AN ACT to amend the public health law, in relation to certifying certain
          professionals as emergency service technicians to service rural areas

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. Section 3002 of the public health law is amended by adding
     2  a new subdivision 9 to read as follows:
     3    9. Notwithstanding any other provision of law, rule or  regulation  to
     4  the contrary, the commissioner, in consultation with the state emergency
     5  medical services council, shall develop a certification process to allow
     6  for certified registered nurse anesthetists, nurse practitioners, physi-
     7  cian  assistants or physicians who have been in continuous practice, who
     8  have demonstrated competence in applicable  behavioral  and  performance
     9  objectives, and who have demonstrated completion of appropriate continu-
    10  ing education, to become certified as an emergency service technician or
    11  emergency  service  paramedic  to  provide emergency medical services in
    12  rural areas of the state. Such certification shall be based on a  certi-
    13  fied registered nurse anesthetist, nurse practitioner, physician assist-
    14  ant  or  physician's  curriculum  vitae,  experience and certifications.
    15  Priority shall be given  to  certified  registered  nurse  anesthetists,
    16  nurse  practitioners,  physician  assistants or physicians who are inde-
    17  pendently licensed and have the authority to write prescriptions  for  a
    18  patient.
    19    § 2. This act shall take effect immediately.
