        HONORING  Dr.  Phyllis E. Carter upon the occasion
        of her designation as recipient  of  a  Lincoln-King
        Visionary  Award  for  her commitment and service to
        her community

  WHEREAS, Individuals who give of their time and energies  and  serve
the best interests of their communities are an asset beyond remuneration
and cannot be sufficiently extolled; and

  WHEREAS,  Dr.  Phyllis  E. Carter has given not only of her time and
energies but also of her competence,  intelligence  and  leadership  and
consequently has been designated for special honor; and

  WHEREAS,  This Legislative Body is justly proud to honor Dr. Phyllis
E.   Carter upon the occasion of  her  designation  as  recipient  of  a
Lincoln-King  Visionary  Award  for  her  commitment  and service to her
community, to be celebrated at the Lincoln-King Visionary  Awards  Gala,
"From  Dream  to Greatness," on Saturday, February 10, 2024, at the Sand
Castle in Franklin Square, New York; and

  WHEREAS, This auspicious community gala is held  annually  to  unite
the  international  community  and to celebrate unity in diversity while
recognizing community leaders for their services; and

  WHEREAS, Dr. Phyllis E. Carter has been called  upon  to  contribute
her time and talents to countless civic and charitable endeavors and has
always given of herself unstintingly; and

  WHEREAS,  Dr.  Phyllis  E. Carter has achieved many professional and
personal accomplishments in her life, and yet the one that gives her the
most joy and satisfaction has been her  69-year  walk  in  faith;  saved
since the age of 12 at Refuge Church on 99th Street in New York City, it
has  been this close walk that has enabled her to attain as much success
as she has to date; and

  WHEREAS, Married for 59 years, Dr. Phyllis E. Carter is the wife and
lifelong partner to Apostle Ronald H. Carter,  Sr.  Prelate/Overseer  of
the  Refuge  Apostolic Church of Christ in Freeport, New York, where she
serves as Pastor; she has been blessed with four lovely daughters: Tracy
Lorette, Tanya Lynette, Tina Louise, and Tammy Lenore; and is the loving
grandmother of 11 grandchildren and six great-grandchildren, twin  boys,
Jalil  Marquise  and Jelani Maurice, Jayla Maria, Joleigh Delphine, Nore
Kason and Janii Milan; and

  WHEREAS, Dr. Phyllis E. Carter is a graduate of New York Theological
Seminary with a Master of Divinity degree; she  also  holds  a  Master's
degree  in  Counseling from St. Johns' University, as well as a Master's
degree in Marriage and Family Therapy from Queens College; she  received
her Doctorate degree in Ministry from New York Theological Seminary, and
has  worked  in  private practice as a marriage and family therapist for
the past 35 years; and

  WHEREAS,  With  a  steadfast  and  unwavering  commitment   to   her
profession,   Dr.   Phyllis  E.  Carter  is  affiliated  with:  American
Association  of  Marriage  and  Family   Therapist   (AAMFT),   Approved
Supervisor Designation; American Association of Pastoral Counselors; and
National  Christian Counselor; she also specializes in Grief Counseling;
and

  WHEREAS, Dr. Phyllis E. Carter was a  former  Adjunct  Professor  at
Nyack College, Manhattan campus, teaching Marriage and Family Courses in
the  master's  program; she has supervised interns at Hofstra University
in Hempstead, New York, and served as a facilitator for  the  Caregivers
Interfaith project New York Disaster Recovery 9/11 Project; and

  WHEREAS,  Dr.  Phyllis E. Carter ministers through counseling at the
Refuge Apostolic Church of Christ Freeport and serves  as  President  of
the Clergy Wives of The International Bible Way World Wide organization;
she  has  also  authored,  "Pastor's  Rib  &  His  Flock,"  "The  Silent
Sufferers," and "The Liberation of African American Clergy Wives"; and

  WHEREAS, In her free time, Dr. Phyllis E. Carter  enjoys  traveling,
preaching,  lecturing,  and conducting inner-healing seminars across the
country; and

  WHEREAS, Throughout the entire period of her  community  service,  a
period  of  constructive  involvement,  Dr.  Phyllis E. Carter has stood
constant in dignity, good grace, and humor; and

  WHEREAS, Rare indeed  is  the  impressive  dedication  shown  by  an
individual  for  the  benefit  of others which Dr. Phyllis E. Carter has
displayed throughout her life; and

  WHEREAS, It has always been the objective of this  Legislative  Body
to  honor  and  support  those  individuals  who  have  displayed  their
commitment to the betterment of their communities, and it is the  intent
of  this  Legislative Body to inscribe upon its records, this tribute to
Dr.  Phyllis E. Carter, that future generations may know and  appreciate
her  admirable character, her many benevolent deeds, and the respect and
esteem in which she is held by her peers; now, therefore, be it

  RESOLVED, That this Legislative Body pause in its  deliberations  to
honor  Dr.  Phyllis  E.  Carter  upon the occasion of her designation as
recipient of a Lincoln-King  Visionary  Award  for  her  commitment  and
service to her community; and be it further

  RESOLVED,  That  a  copy  of this Resolution, suitably engrossed, be
transmitted to Dr. Phyllis E. Carter.
