       Introduced  by  Sen.  MARCELLINO  -- read twice and ordered printed, and
         when printed to be committed to the Committee on Transportation
       AN ACT to amend the highway law, in relation to requiring  the  develop-
         ment  of  a program addressing the problem of wrong way drivers on New
         York interstate highways
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The  highway law is amended by adding a new section 67 to
    2  read as follows:
    3    S 67. WRONG WAY DRIVER PROGRAM. 1. WITHIN ONE YEAR  OF  THE  EFFECTIVE
    4  DATE  OF  THIS SECTION, THE COMMISSIONER SHALL, IN CONSULTATION WITH THE
    5  NEW YORK STATE DEPARTMENT  OF  MOTOR  VEHICLES,  DEVELOP  A  PROGRAM  TO
    6  ADDRESS  THE  PROBLEM  OF WRONG WAY DRIVERS ON NEW YORK INTERSTATE HIGH-
    7  WAYS.
    8    2. SUCH PROGRAM SHALL:
    9    A. INVESTIGATE POSSIBLE REASONS FOR THE PROBLEM OF WRONG  WAY  DRIVERS
   10  ON NEW YORK INTERSTATE HIGHWAYS;
   11    B. ASSESS WHAT OTHER STATES HAVE DONE TO ADDRESS THIS PROBLEM;
   12    C. SET FORTH POSSIBLE SOLUTIONS TO THE PROBLEM; AND
   13    D.  IMPLEMENT  MEASURES  TO REDUCE THE PROBLEM OF WRONG WAY DRIVERS ON
   14  NEW YORK INTERSTATE HIGHWAYS.
   15    S 2. This act shall take effect immediately.
