ESPAILLAT -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT authorizing the commissioner of education to develop a teenage parenting skills development demonstration program and making an appropriation therefor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The commissioner of education, in consultation with the 2 commissioner of the office of children and family services, shall devel- 3 op a teenage parenting skills development demonstration program. Such 4 program shall be conducted in three school districts in the state, with 5 one being in the city of New York. 6 S 2. The goals of this demonstration program will be to teach teen 7 parents their responsibilities and make them aware of the resources 8 which are available to them. In addition, the program will provide an 9 education in the basic skills of parenting, the particular aspects of 10 which education are to be determined by the department of education in 11 conjunction with the office of children and family services. The 12 program will also bring together different teenage parents for the 13 purpose of learning from each other and building a support network. 14 S 3. The sum of one hundred thousand dollars ($100,000), or so much 15 thereof as may be necessary, is hereby appropriated to the commissioner 16 of education from any moneys in the state treasury in the general fund 17 to the credit of the state purposes account, not otherwise appropriated, 18 for the purposes of carrying out the provisions of this act. Such 19 moneys shall be payable on the audit and warrant of the comptroller on 20 vouchers certified or approved by the department of education in 21 conjunction with the office of children and family services in the 22 manner prescribed by law. The commissioner of education shall report to the legislature 2 within three years after this act shall have become a law on the demon- 3 stration program authorized by section one of this act along with recom- 4 mendations for establishing such a program on a statewide level. 5 S 5. This act shall take effect immediately.
