STATE OF NEW YORK ________________________________________________________________________ 1803 2023-2024 Regular Sessions IN SENATE January 17, 2023 ___________ Introduced by Sen. RAMOS -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the executive law and the veterans' services law, in relation to establishing a searchable database of veteran-owned busi- nesses The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 353 of the executive law is amended by adding a new 2 subdivision 27 to read as follows: 3 27. With the aid and assistance of the office of general services, to 4 develop and make available to state agencies and the public a directory 5 of veteran-owned business enterprises which shall, wherever practicable, 6 be divided into categories of labor, services, supplies, equipment, 7 materials and recognized construction trades and which shall indicate 8 areas or locations of the state where such enterprises are available to 9 perform services. Such directory shall use an asterisk or other special 10 mark to denote any veteran-owned business enterprises which are 11 service-disabled veteran-owned business enterprises. Such directory 12 shall be posted on the office of general services' website. The office 13 of general services shall also use this information to create an inter- 14 net based, searchable centralized state database to promote veteran- 15 owned business enterprises to the public and shall post such database on 16 the department of labor's website. The office of general services shall 17 conduct outreach to notify veteran-owned business enterprises of such 18 directory and database and to provide registration information to such 19 business enterprises for inclusion in the directory and database. 20 § 2. Section 4 of the veterans' services law is amended by adding a 21 new subdivision 38 to read as follows: 22 38. This act shall take effect immediately, provided, however, that 17 the amendments to section 353 of the executive law made by section one 18 of this act shall be subject to the repeal of such section pursuant to 19 section 1 of part PP of chapter 56 of the laws of 2022, as amended, when 20 upon such date the provisions of section two of this act shall take 21 effect.
