Bill Title: Provides that if the board of elections determines that a person was entitled to vote it shall cast and canvass such ballot if such board finds that the voter substantially complied with the requirements of the election law; failure to provide previous address not deemed a fatal defect and ballot cast and counted.

        Introduced  by  Sens. COMRIE, GIANARIS, HOYLMAN, KENNEDY, MAYER, RIVERA,
          SEPULVEDA -- read twice and ordered printed, and when  printed  to  be
          committed  to  the  Committee  on Elections -- reported favorably from
          said committee, ordered to first and second report, amended on  second
          report,  ordered  to  a third reading, and to be reprinted as amended,
          retaining its place in the order of third reading

        AN ACT to amend the election law, in relation to canvass of ballots

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Paragraph  (a)  of  subdivision 2 of section 9-209 of the
     2  election law is amended by adding a new  subparagraph  (v)  to  read  as
     3  follows:
     4    (v) If the board of elections determines that a person was entitled to
     5  vote  at  such  election  it  shall cast and canvass such ballot if such
     6  board finds that the voter substantially complied with the  requirements
     7  of this chapter.
     8    § 2. This act shall take effect immediately.
