       AN ACT to amend the environmental conservation law, in relation  to  the
         transfer of lobster permits
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Paragraph a of subdivision 3  of  section  13-0329  of  the
    2  environmental conservation law, as amended by chapter 522 of the laws of
    3  1985, is amended to read as follows:
    4    a.  Lobster  permits  shall  be [non transferable] NONTRANSFERABLE and
    5  shall expire on December 31 of the year of issue,  EXCEPT  THAT  LOBSTER
    6  PERMITS  SHALL  BE  TRANSFERABLE BETWEEN PERSONS WHO EACH POSSESS A FOOD
    7  FISH LICENSE. If it appears in the public interest, the  department  may
    8  suspend  or  cancel  any  such permit on ten days' written notice to the
    9  holder thereof.
   10    S 2. This act shall take effect immediately.
