FERNANDEZ -- read twice and ordered printed, and when printed to be committed to the Committee on Finance -- recommitted to the Committee on Finance in accordance with Senate Rule 6, sec. 8 -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the executive law, in relation to prohibiting the use of unmarked police vehicles, concealed identify police vehicles and undercover police officers for routine traffic enforcement The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The executive law is amended by adding a new section 236 to 2 read as follows: 3 § 236. Prohibition of routine use of unmarked police vehicles. 1. 4 Unmarked police vehicles, concealed identity police vehicles, including 5 but not limited to police vehicles which use ghost graphics, and under- 6 cover police officers shall not be used by the state police for the 7 routine stopping or apprehension of motorists for offenses relating to 8 the vehicle and traffic law. 9 2. For purposes of this section, "ghost graphics" means low-visibility 10 vinyl wraps or decals designed to blend into a vehicle's original design 11 and paint scheme. 12 § 2.
