        Introduced  by  Sen.  COMRIE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Health

        AN ACT in relation to placing  a  moratorium  on  selling  property  tax
          warrants  to private companies for the period of the COVID-19 state of
          emergency; and providing for the repeal of such  provisions  upon  the
          expiration thereof

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Notwithstanding any provisions of law, rule  or  regulation
     2  to  the contrary, due to the coronavirus disease 2019 (COVID-19) pandem-
     3  ic, the state shall institute a moratorium on the sale of  property  tax
     4  warrants  by  municipalities  to private companies for the period of the
     5  COVID-19 state disaster emergency declared by executive order 202 of the
     6  year 2020, as amended, that began on March 7, 2020.
     7    § 2. This act shall take effect immediately and shall  expire  and  be
     8  deemed repealed January 1, 2027.
