STATE OF NEW YORK ________________________________________________________________________ 6386 IN SENATE January 8, 2016 ___________ Introduced by Sen. CARLUCCI -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend chapter 584 of the laws of 2015 amending the social services law, relating to authorizing service animals or therapy dogs to accompany victims of domestic violence at residential programs, in relation to rules and regulations and the effectiveness thereof; and to amend the social services law, in relation to authorizing service animals or therapy dogs to accompany victims of domestic violence at residential programs The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 3 of chapter 584 of the laws of 2015, amending the 2 social services law, relating to authorizing service animals or therapy 3 dogs to accompany victims of domestic violence in residential programs, 4 is amended to read as follows: 5 § 3. This act shall take effect [immediately] one year after the date 6 on which it shall have become a law. 7 § 2. Section 2 of chapter 584 of the laws of 2015, amending the social 8 services law, relating to authorizing service animals or therapy dogs to 9 accompany victims of domestic violence in residential programs, is 10 amended to read as follows: 11 § 2. The office of children and family services is authorized to 12 promulgate any and all rules and regulations and take any other measures 13 necessary to implement this act on or before its effective date. 14 § 3. Section 459-b of the social services law, as amended by chapter 15 584 of the laws of 2015, is amended to read as follows: 16 § 459-b. Residential services for victims of domestic violence. In 17 accordance with section one hundred thirty-one-u of this chapter and the 18 regulations of the office of children and family services, a social 19 services district shall offer and provide necessary and available emer- 20 gency shelter and services for up to ninety days at a residential 21 program for victims of domestic violence to a victim of domestic 22 violence who was residing in the social services district at the time of 23 the alleged domestic violence whether or not such victim is eligible for EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted.
