STATE OF NEW YORK ________________________________________________________________________ 7907 IN SENATE March 2, 2020 ___________ Introduced by Sen. LIU -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to requiring a course of study to teach the history of Yu Gwan-Sun and the March 1st movement of Korea The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. This act shall be known and may be cited as "Yu Gwan-Sun's 2 Law". 3 § 2. The education law is amended by adding a new section 803-c to 4 read as follows: 5 § 803-c. Courses of study to teach the life and history of Yu Gwan-Sun 6 and the independence movement of March first, nineteen hundred nineteen 7 against Japanese colonial rule of Korea. 1. All pupils in grades nine 8 through twelve in all public schools in the state shall receive instruc- 9 tion on the importance of Yu Gwan-Sun and her contribution as a globally 10 recognized human rights activist. Such program shall be defined by the 11 commissioner in regulations and be designed to educate students, parents 12 and school personnel about the importance of recognizing, celebrating 13 and teaching female human rights activists from diverse backgrounds in 14 grades nine through twelve. Such program shall include, but not be 15 limited to students and parents. Nothing in this section shall prevent 16 the department from making model curriculum and resource materials 17 available on the department's website. 18 2. The commissioner may provide technical assistance to assist in the 19 development of curricula for such courses of study which shall be age 20 appropriate and developed according to the needs and abilities of pupils 21 at successive grade levels in order to provide awareness and skills. 22 § 3. This act shall take effect on the first of July next succeeding 23 the date on which it shall have become a law. Effective immediately, the 24 addition, amendment and/or repeal of any rule or regulation necessary 25 for the implementation of this act on its effective date are authorized 26 to be made and completed on or before such effective date.
