STATE OF NEW YORK ________________________________________________________________________ 8347 IN SENATE January 19, 2024 ___________ Introduced by Sen. BROUK -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to establishing the Take A Look medical and dental workforce employment tour pilot program; and providing for the repeal of such provisions upon expira- tion thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Article 29-A of the public health law is amended by adding 2 a new title 1-B to read as follows: 3 TITLE 1-B 4 TAKE A LOOK MEDICAL AND DENTAL WORKFORCE EMPLOYMENT TOUR PILOT PROGRAM 5 Section 2958-b. Take A Look medical and dental workforce employment tour 6 pilot program. 7 § 2958-b. Take A Look medical and dental workforce employment tour 8 pilot program. 1. The commissioner shall, within monies appropriated 9 therefor, establish the Take A Look medical and dental workforce employ- 10 ment pilot program to be implemented by an association representing 11 upstate medical and/or dental facilities to conduct a campaign to 12 promote and market the health care workforce employment and career 13 opportunities in the following economic development regions: central, 14 north country, western, finger lakes, capital region, mohawk and south- 15 ern tier where there is a critical shortage of health care workers, 16 including physicians and dentists, which impedes access to vital health 17 care services and impairs the economic status of the communities in 18 these regions. 19 2. a. Funds shall be made available for a multimedia campaign that 20 will encourage residents of the regions identified in subdivision one of 21 this section to train for and enter the health workforce in such identi- 22 fied regions, to attract individuals undergoing training in health care 23 professional educational programs including graduate medical education 24 training and graduate dental education training in other regions of New 25 York state and other states to pursue career opportunities in such iden- 26 tified regions, and to attract and encourage health care professionals EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. Funding shall be utilized to promote and educate individuals on the 4 availability of funding under the New York state doctors across New York 5 program, the primary care service corps, the regents loan forgiveness 6 program, and the national health service corps. 7 c. Funding shall be utilized to conduct "Take A Look" tours within 8 such identified economic development regions. "Take A Look" tours aim to 9 expose undergraduate medical and dental students, physician and dental 10 residents, physician assistants, nurse practitioners, nurse anesthe- 11 tists, and nurse midwives in training across the state and from outside 12 the state to practice opportunities in upstate New York communities. 13 Each tour itinerary provides opportunities for residents to "take a 14 look" and learn about upstate New York hospitals, medical and dental 15 staffs, communities and cultures through hospital, clinic, physician, 16 and dental office visits. 17 3. a. The implementing association shall provide annually, on or 18 before the first day of November, an analysis of the shortage of health 19 care workers in the economic development regions identified in subdivi- 20 sion one of this section, an accounting of the multimedia campaign and 21 the impact of the "Take A Look" tours on such specified economic devel- 22 opment regions. Such report shall include at least the following infor- 23 mation: 24 (i) the number of individuals who participated in "Take A Look" tours 25 over the previous twelve months; 26 (ii) the number of "Take A Look" tour participants who began practic- 27 ing in one of the economic development regions identified in subdivision 28 one of this section within twelve months following tour participation 29 and the location of such practice; 30 (iii) the number of patients served in each economic development 31 region by such participants within the twelve months following the start 32 of their practice; 33 (iv) a description of the impact of the program on the communities 34 where such participants began practicing; and 35 (v) such other information as the commissioner may deem necessary and 36 appropriate. 37 b. Such report shall be provided to the chairs of the central, north 38 country, western, finger lakes, capital region, mohawk and southern tier 39 regional economic development councils, the temporary president of the 40 senate, the speaker of the assembly and the commissioner and shall be 41 made publicly available on the department's website and the website of 42 the department of economic development. 43 4. To the extent of funds appropriated therefor, medical assistance 44 funds, including any funding or shared savings as may become available 45 through federal waivers or otherwise under titles eighteen and nineteen 46 of the federal social security act, may be used for expenditures in 47 support of the Take A Look medical and dental workforce employment pilot 48 program. 49 § 2. This act shall take effect immediately and shall expire and be 50 deemed repealed three years after such date.
