A BILL
To enact sections 122.014 and 122.015 of the Revised 1
Code to create an online small business resource 2
center on the Department of Development's internet 3
web site.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 122.014 and 122.015 of the Revised 5
Code be enacted to read as follows:6

       Sec. 122.014. It is the purpose of the general assembly to 7
recognize the efforts of the department of development in 8
providing resources for small businesses in this state and to 9
strengthen the resources available to small businesses in this 10
state by codifying and supplementing these efforts as the online 11
small business resource center.12

       Sec. 122.015.  (A) The director of development shall 13
coordinate with the secretary of state to create a single online 14
small business resource center on the department of development's 15
internet web site as a central location to provide a small 16
business in this state with information relevant to small 17
businesses and their operations. The online small business 18
resource center shall provide direct information about or an 19
electronic link to information on at least the following:20

       (1) Steps to starting a small business in this state;21

       (2) Workforce availability for small businesses in this 22
state;23

       (3) Regulatory requirements for small businesses in this 24
state;25

       (4) Required licenses and permits for small businesses in 26
this state;27

       (5) Loan and financing opportunities for small businesses in 28
this state;29

       (6) Tax requirements, deadlines, and forms applicable to 30
small businesses in this state;31

       (7) Small business advocacy opportunities;32

       (8) Questions frequently asked by small businesses;33

       (9) The Ohio business gateway;34

       (10) State procurement opportunities for small businesses in 35
this state;36

       (11) Workers' compensation requirements for small businesses 37
in this state.38

       The director shall prominently include for each reference or 39
item on the online small business resource center the date in 40
which the reference or item was most recently updated.41

       (B) The online small business resource center shall enable a 42
person to register to receive regular electronic updates made to 43
the online small business resource center. However, registration 44
shall not be required for a person to access information on the 45
online small business resource center.46

       (C) The director shall annually consult or survey small 47
business groups in this state to assess available online resources 48
and to gather information and suggestions on useful online 49
resources for small businesses in this state.50
