                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Requires Oregon Health Authority to submit written report on
legislative changes that will need to be made during 2015 regular
session of Legislative Assembly to align state law with federal
laws concerning public health and publicly funded health
programs.
  Declares emergency, effective on passage.

                        A BILL FOR AN ACT
Relating to health; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + No later than February 1, 2014, the Oregon
Health Authority shall, in the manner provided in ORS 192.245,
report to the health care committees of the House of
Representatives and the Senate of the Seventy-eighth Legislative
Assembly on any legislative changes that must be made during the
2015 regular session of the Legislative Assembly to align state
law with federal laws governing public health and publicly funded
health programs. + }
  SECTION 2.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
