  After line 23, insert:
  ' (d) The development and delivery of training to public safety
personnel in Oregon to enhance their skills related to:
  ' (A) Problem solving;
  ' (B) Leadership and facilitation;
  ' (C) Effective application and use of information from
reputable research; and
  ' (D) Identifying and addressing future challenges affecting
public safety.'.
