A RESOLUTION

Recognizing the Pennsylvania Thoroughbred Horsemen's Association

2

(PTHA) for its "Turning For Home" program.

3

WHEREAS, On December 6, Norton Waltuch's two-year-old

4

gelding, Big Apple Sky, set a milestone of sorts as he became

5

the 100th horse to be placed into PTHA's, Turning For Home

6

program; and

7

WHEREAS, Both the Philadelphia Park Racetrack and the PTHA

8

provided the funding necessary to initiate the Turning For Home

9

program; and

10

WHEREAS, Philadelphia Park's seven-month-old retirement

11

program for racehorses has staunched the flow of horses to

12

livestock auctions by administering its program from the

13

Bensalem, PA, backstretch; and 

14

WHEREAS, The program's success has been acknowledged

nationally, with The Jockey Club calling it a "model program for

2

other racetracks across the country"; and

3

WHEREAS, This nonprofit organization's strategy is placing

4

thoroughbreds with approved nonprofit organizations in order to

5

ensure their humane treatment and eventual adoption into safe

6

homes; and 

7

WHEREAS, On May 15, 2008, Tropical Kelley became the first

8

horse to enter Turning For Home's retirement program; and

9

WHEREAS, As of December 15, 2008, Turning For Home has

10

accepted 111 Philadelphia Park thoroughbreds into the program;

11

therefore be it

12

RESOLVED, That the House of Representatives recognize the

13

Pennsylvania Thoroughbred Horsemen's Association for its

14

"Turning For Home" program.
