| A RESOLUTION |
| |
1 | Memorializing the President of the United States and the United | <-- |
2 | States Congress to initiate the Constitutional process for |
3 | admission of the territory of Puerto Rico as a state. |
4 | Urging the House of Representatives of the Congress of the | <-- |
5 | United States to immediately consider House Resolution No. |
6 | 2499, which authorizes the Commonwealth of Puerto Rico to |
7 | conduct a referendum for political self-determination. |
8 | WHEREAS, The Constitution of the United States empowers | <-- |
9 | Congress, with the consent of the states, to admit new states to |
10 | the Union; and |
11 | WHEREAS, Article IV, Section 3 of the Constitution of the |
12 | United States specifically provides for the addition of states |
13 | to the Union; and |
14 | WHEREAS, Congress should support the right of the citizens of |
15 | Puerto Rico to self-determination; therefore be it |
16 | RESOLVED, That the Pennsylvania House of Representatives |
17 | memorialize the President of the United States and the United |
18 | States Congress to enact legislation to admit the territory of |
19 | Puerto Rico to the Union as a separate state; and be it further |
20 | WHEREAS, On July 22, 2009, the United States House Committee | <-- |

1 | on Natural Resources favorably reported House Resolution No. |
2 | 2499 out of committee for consideration by the full House of |
3 | Representatives; and |
4 | WHEREAS, The Congress of the United States should support the |
5 | right of the citizens of the Commonwealth of Puerto Rico to vote |
6 | for political self-determination; and |
7 | WHEREAS, Similar measures have been previously approved by |
8 | the Congress which authorize referenda on self-determination in |
9 | Puerto Rico; therefore be it |
10 | RESOLVED, That the House of Representatives of the |
11 | Commonwealth of Pennsylvania urge the House of Representatives |
12 | of the Congress of the United States to immediately consider |
13 | House Resolution No. 2499, which authorizes a referendum for |
14 | political self-determination in Puerto Rico; and be it further |
15 | RESOLVED, That copies of this resolution be transmitted to |
16 | the President and Vice President of the United States, to the |
17 | Speaker of the House of Representatives and to each member of |
18 | the Pennsylvania Congressional delegation. |
