A RESOLUTION

Designating the month of November 2011 as "Prematurity Awareness

2

Month" in Pennsylvania. 

3

WHEREAS, The March of Dimes has declared November 2011 as

4

Prematurity Awareness Month to highlight for the nation the

5

serious public health concern of premature birth; and

6

WHEREAS, Most women give birth to a healthy, full-term baby,

7

however, premature births are not uncommon and involve much

8

emotional pain for the childbearing woman and her family; and

9

WHEREAS, Also known as preterm birth, a premature birth is

10

one that occurs at least three weeks before the due date for a

11

baby, or less than 37-weeks gestation; and

12

WHEREAS, Among the known risk factors for preterm birth are a

13

woman's use of tobacco, alcohol, drugs and inadequate

14

preconception and prenatal care, however, prematurity in birth

15

may occur in women who have no known risk factors; and

WHEREAS, Although babies may survive preterm birth, some may

2

require special medical care requiring weeks or months of

3

hospitalization, and oftentimes these babies face adverse health

4

conditions over the course of their lives, such as chronic

5

respiratory problems, cerebral palsy, intellectual disabilities,

6

vision and hearing loss and feeding and digestive problems; and

7

WHEREAS, These unfortunate health consequences require

8

additional medical care, and the annual costs relating to

9

premature births in the United States are estimated at more than

10

$26 billion; and

11

WHEREAS, Prematurity is the leading cause of death for

12

newborn babies and, compared to most industrialized countries,

13

the United States has a high rate of preterm birth, as each year

14

more than one-half million preterm births affecting 12.3% of all

15

babies occur in this nation; and

16

WHEREAS, In 2008, the March of Dimes expanded its campaign

17

worldwide to address the 13 million premature births and one

18

million premature deaths that occur annually across the globe;

19

and

20

WHEREAS, On November 1, 2011, the March of Dimes will release

21

its 2011 Premature Birth Report Card, in which the states are

22

assigned a grade by comparing each state's rate of premature

23

birth to the March of Dimes' Healthy People objective for the

24

nation of 7.6%; and

25

WHEREAS, The 2010 report card indicated that the United

26

States as a nation received a grade of "D" with a preterm birth

27

rate of 12.3%, 17 states earned a grade of "C," 20 states

28

received a "D," and 13 states, the District of Columbia and

29

Puerto Rico failed; and

30

WHEREAS, With a 2010 preterm birth rate of 11.6%,

Pennsylvania received a "D" on its report card, indicating the

2

serious need for improvement in reducing the number of preterm

3

births in this Commonwealth; and

4

WHEREAS, Although doctors have made exceptional progress in

5

the care of premature babies, more research is needed to

6

increase the medical community's understanding of the risk

7

factors for premature birth; therefore be it

8

RESOLVED, That the House of Representatives designate the

9

month of November 2011 as "Prematurity Awareness Month" in

10

Pennsylvania, and recognize the serious public health concern of

11

prematurity in birth and the compelling need to reduce the

12

incidence of preterm births in this Commonwealth; and be it

13

further

14

RESOLVED, That the House of Representatives commend the staff

15

and volunteers of the March of Dimes for their considerable

16

efforts toward preventing preterm birth, infant mortality and

17

birth defects by educating and supporting women and families

18

regarding healthy birth.
