A RESOLUTION

  

1

Congratulating the Joint State Government Commission on its 75th

2

anniversary.

3

WHEREAS, The Joint State Government Commission was

4

established under Act 459 of 1937 as a primary research agency

5

for the General Assembly; and

6

WHEREAS, The Joint State Government Commission is a

7

bicameral, nonpartisan research agency which serves the General

8

Assembly by providing legislators with a readily available

9

mechanism for conducting studies; and

10

WHEREAS, The Joint State Government Commission assists the

11

Commonwealth by making investigations and studies to gather

12

information deemed necessary to the Senate and the House of

13

Representatives; and

14

WHEREAS, The Joint State Government Commission also reports

to the General Assembly or to the various standing committees of

2

the Senate or the House of Representatives such findings and

3

recommendations together with legislation as it deems necessary

4

for the information of and consideration by the General

5

Assembly; and

6

WHEREAS, The Joint State Government Commission may provide

7

such technical staff services as shall be requested by the

8

standing committees of the Senate and the House of

9

Representatives during regular or special sessions of the

10

General Assembly; and

11

WHEREAS, The Joint State Government Commission presently

12

secures its policy projects through simple Senate or House of

13

Representatives resolutions or concurrent resolutions; and

14

WHEREAS, These projects are directed by legislative task

15

forces chaired by a Senator or Representative with the

16

assistance of an advisory committee consisting of professionals,

17

such as lawyers, judges and individuals from this Commonwealth's

18

colleges and universities; and

19

WHEREAS, The Joint State Government Commission has published

20

many influential studies which have resulted in new statutes,

21

while others have identified areas where State policies and

22

operations were deficient; and

23

WHEREAS, Examples of these studies include: The Landlord and

24

Tenant Act of 1951, the Crimes Code (1967), the Public School

25

Employees Retirement Code (1959), the Driver Distractions and

26

Traffic Safety staff report (2001) and the Eminent Domain Code

27

(2006); and

28

WHEREAS, The Joint State Government Commission continues to

29

serve this Commonwealth by conducting research on topics such as

30

human trafficking, the application of the death penalty in

Pennsylvania, the codification of Pennsylvania's public health

2

laws and child protection laws; and

3

WHEREAS, The Joint State Government Commission is comprised

4

of a diverse, flexible research staff that is experienced in

5

statistical analysis, policy development and the drafting of

6

legislation; therefore be it

7

RESOLVED, That the House of Representatives congratulate the

8

Joint State Government Commission, its members and staff on the

9

significant occasion of 75 years of service to this Commonwealth

10

and its continuing contributions to the growth and success of

11

this Commonwealth.
