Summary

As introduced, prohibits any short-term lender from assessing an interest rate for any short-term lending transaction that exceeds 28 percent per annum; and authorizes the commissioner of financial institutions to determine appropriate civil penalties. - Amends TCA Title 45 and Title 47.
